Russian ballistic missile attack on Ukraine portends new era of warfare

Two days ago, Russian President Vladimir Putin announced a change in the country's policy for employing nuclear weapons in conflict. Then, on Thursday, Russia attacked the Ukrainian city of Dnipro with a new type of ballistic missile capable of one day delivering multiple nuclear warheads to distant targets with little warning.

Putin says his ballistic missile attack on Ukraine is a warning to the West.

These events are just part of what has been a week of escalation in the war between Russia and Ukraine. In recent days, Ukraine fired US-made ATACMS tactical ballistic missiles and UK-supplied Storm Shadow missiles at targets in Russian territory for the first time. This followed approval by President Joe Biden for Ukraine to use US-provided longer-range missiles against Russian targets. Previously, Ukraine was only permitted to use them on its own territory.

IBM boosts the amount of computation you can get done on quantum hardware

There's a general consensus that we won't be able to consistently perform sophisticated quantum calculations without the development of error-corrected quantum computing, which is unlikely to arrive until the end of the decade. It's still an open question, however, whether we could perform limited but useful calculations at an earlier point. IBM is one of the companies that's betting the answer is yes, and on Wednesday, it announced a series of developments aimed at making that possible.

On their own, none of the changes being announced are revolutionary. But collectively, changes across the hardware and software stacks have produced much more efficient and less error-prone operations. The net result is a system that supports the most complicated calculations yet on IBM's hardware, leaving the company optimistic that its users will find some calculations where quantum hardware provides an advantage.

Better hardware and software

IBM's early efforts in the quantum computing space saw it ramp up the qubit count rapidly, being one of the first companies to reach the 1,000 qubit count. However, each of those qubits had an error rate that ensured that any algorithms that tried to use all of these qubits in a single calculation would inevitably trigger one. Since then, the company's focus has been on improving the performance of smaller processors. Wednesday's announcement was based on the introduction of the second version of its Heron processor, which has 156 qubits (up from an earlier 133 in Revision 1). That's still beyond the capability of simulations on classical computers, should it be able to operate with sufficiently low errors.

As North Korean troops march toward Ukraine, does a Russian quid pro quo reach space?

Earlier this week, North Korea apparently completed a successful test of its most powerful intercontinental ballistic missile, lofting it nearly 4,800 miles into space before the projectile fell back to Earth.

This solid-fueled, multi-stage missile, named the Hwasong-19, is a new tool in North Korea's increasingly sophisticated arsenal of weapons. It has enough range—perhaps as much as 9,320 miles (15,000 kilometers), according to Japan's government—to strike targets anywhere in the United States.

The test flight of the Hwasong-19 on Thursday was North Korea's first test of a long-range missile in nearly a year, coming as North Korea deploys some 10,000 troops inside Russia just days before the US presidential election. US officials condemned the missile launch as a "provocative and destabilizing" action in violation of UN Security Council resolutions.

IBM opens its quantum-computing stack to third parties

As we described earlier this year, operating a quantum computer will require a significant investment in classical computing resources, given the amount of measurements and control operations that need to be executed and interpreted. That means that operating a quantum computer will also require a software stack to control and interpret the flow of information from the quantum side.

But software also gets involved well before anything gets executed. While it's possible to execute algorithms on quantum hardware by defining the full set of commands sent to the hardware, most users are going to want to focus on algorithm development, rather than the details of controlling any single piece of quantum hardware. "If everyone's got to get down and know what the noise is, [use] performance management tools, they've got to know how to compile a quantum circuit through hardware, you've got to become an expert in too much to be able to do the algorithm discovery," said IBM's Jay Gambetta. So, part of the software stack that companies are developing to control their quantum hardware includes software that converts abstract representations of quantum algorithms into the series of commands needed to execute them.

IBM's version of this software is called Qiskit (although it was made open source and has since been adopted by other companies). Recently, IBM made a couple of announcements regarding Qiskit, both benchmarking it in comparison to other software stacks and opening it up to third-party modules. We'll take a look at what software stacks do before getting into the details of what's new.

Drug middlemen inflate US prices, squeeze out competition, FTC says

Firms that serve as intermediaries to negotiate and control prescription drug access in the US "wield enormous power," largely with "extraordinarily opaque" business practices, and may be "inflating drug costs and squeezing Main Street pharmacies" for profit, according to a searing interim report released Tuesday by the Federal Trade Commission.

Amid a national focus on America's uniquely astronomical drug costs, the FTC is taking aim at firms that largely work deep in the bowels of the country's labyrinthine health care system, well hidden from public understanding and scrutiny: pharmacy benefit managers (PBMs).

PBMs were initially hired by various payors—employers, health insurance companies, government health plans, and others—to manage prescription drug benefits through various plans. But PBMs have evolved over the years to also negotiate rebates from drugmakers, set reimbursements for dispensing pharmacies, and develop drug formularies (the list of drugs that a health plan covers.) While those functions alone grant PBMs a large amount of power, consolidation and integration over recent years has concentrated that power in troubling ways, according to the FTC report.

Burma (Myanmar) - Level 4: Do Not Travel

Do not travel to Burma due to civil unrest, armed conflict, and arbitrary enforcement of local laws. Reconsider travel to Burma due to limited and/or inadequate healthcare and emergency medical resources, and areas with land mines and unexploded ordnances. Exercise increased caution due to wrongful detentions.

COUNTRY SUMMARY: The Burma military regime detained and deposed elected government officials in a February 2021 coup d'état. Protests and demonstrations against military rule continue, often on significant dates. The military has responded to those protests by arbitrarily detaining individuals and with the indiscriminate use of deadly force against protesters and bystanders.

The Department of State has determined that the risk of wrongful detention of U.S. nationals by the military regime exists.

The U.S. government has limited ability to provide emergency services to U.S. citizens in Burma due to security concerns amidst the ongoing armed conflict. This may be of particular concern to crime victims outside of Rangoon.

To mitigate safety and security risks, U.S. government employees’ dependents, under the age of 21, cannot reside in Burma with their U.S. government parent assigned to work in Burma.

Civil unrest and armed conflict occur throughout Burma. The level of civil unrest and armed conflict varies significantly between and within states and regions and may change at any time.

Civil unrest and armed violence due to fighting between the military regime and various ethnic groups and militias occur particularly in parts of Chin, Kachin, Kayin, Rakhine, and Shan States, as well as in Sagaing and Magway regions.

Improvised explosive devices (IEDs) are used in the ongoing armed conflicts, including within the greater Rangoon area. From January to December 2023, the U.S. Embassy in Rangoon calculated an average of fifteen IEDs per month detonated against regime targets, while an average of eight unexploded IEDs were discovered and safely disposed of per month by security authorities. Outside of Rangoon, there have been IED attacks against checkpoints and other critical infrastructure.

While land mines and unexploded ordnance (UXO) exist throughout Burma, NGOs working on this issue state the greatest concerns are in Shan, Chin, and Kachin State. The locations of landmines and UXO are often not marked or otherwise unidentifiable.

The military regime arbitrarily enforces local laws, including often detaining individuals without respect for their fair trial guarantees or other applicable rights. Foreigners, including U.S. citizens, are not excluded from this practice. U.S. citizens traveling or residing in Burma may be detained and regime authorities could deny access to U.S. consular services or information about the alleged crime.

Local law enforcement officials may detain and/or deport U.S. citizens for speaking out or protesting against the military regime, including on their personal social media accounts, and for sending private electronic messages critical of the military regime. Facebook and X (Twitter) are banned in Burma. Police have sought bribes from individuals using a virtual private network (VPN) to access social media sites even though VPN use is legal.

Burma has limited and/or inadequate healthcare and emergency medical resources due to critical staffing shortages in the public sector health workforce. Importation of medical supplies, including medicine, into Burma is not consistent and medical prescriptions and over-the-counter medicine may not be available.

Burma’s military conscription law was first introduced in 2010 but historically was not widely implemented. The military regime officially implemented the law in April 2024. In general, Burmese males aged 18 to 35 and Burmese females aged 18 to 27 will need to register for military service and report for duty if ordered by regime authorities. Burmese males aged 18 to 45 and Burmese females aged 18 to 35 in specific expert/professional occupations must serve if called upon by the regime. For more information, please refer to the Myanmar People’s Military Service Law (State Peace and Development Council Law No. 27/2010), also known as the Public Military Service Law. The military regime may refuse to acknowledge U.S.-Burmese dual nationals’ U.S. citizenship, prevent their departure from Burma, and/or conscript them into the military. U.S.-Burmese nationals should consider this issue before traveling to Burma.
