NASA has a fine plan for deorbiting the ISSβ€”unless Russia gets in the way

A little more than two years ago, Dmitry Rogozin, the bellicose former head of Russia's space agency, nearly brought the International Space Station partnership to its knees.

During his tenure as director general of Roscosmos, Rogozin was known for his bombastic social media posts and veiled threats to abandon the space station after Russia's invasion of Ukraine. Russian President Vladimir Putin tersely dismissed Rogozin in July 2022 and replaced him with Yuri Borisov, a former deputy prime minister.

While the clash between Russia and Western governments over the war in Ukraine has not cooled, the threats against the International Space Station (ISS) ended. The program remains one of the few examples of cooperation between the US and Russian governments. Last year, Russia formally extended its commitment to the ISS to at least 2028. NASA and space agencies in Europe, Japan, and Canada have agreed to maintain the space station through 2030.

India approves development of reusable launcher, space station module

All at once, India's government has approved plans to develop a new reusable rocket, the centerpiece of an Indian space station, a robotic sample return mission to the Moon, and a science probe to explore Venus.

"Great news for the space sector!" Indian Prime Minister Narendra Modi posted on X. Collectively, the projects authorized by India's union cabinet will cost an estimated $2.7 billion. Most of the funding will go toward the country's space station and a reusable launch vehicle.

If the projects reach their goals, the approvals announced by Modi on Wednesday will put India on a trajectory to become the third-largest space power in the 2030s, after the United States and China. V. Narayanan, director of India's Liquid Propulsion Systems Center, stated this was the objective in a recent presentation, writing that India's space initiatives will catapult the country to a place "among the three important space powers in the world."

Google backs privately funded satellite constellation for wildfire detection

Space is more accessible than ever thanks to the proliferation of small satellites and more affordable launch prices, which opened the door to bespoke applications like global pollution monitoring, crop observations, and new ways of collecting weather and climate data.

Now you can add wildfire detection to the list. Satellites have observed wildfires from space for decades, but a new initiative partially funded by Google's philanthropic arm aims to deploy more than 50 small satellites in low-Earth orbit to pinpoint flare-ups as small as a classroom anywhere in the world.

The FireSat constellation, managed by a nonprofit called Earth Fire Alliance (EFA), will be the first satellite fleet dedicated to detecting and tracking wildfires. Google announced a fresh investment of $13 million in the FireSat constellation Monday, building on the tech giant's previous contributions to support the development of custom infrared sensors for the FireSat satellites.

NASA astronauts Butch Wilmore and Suni Williams are no strangers to time away from their families. Both are retired captains in the US Navy, served in war zones, and are veterans of previous six-month stays on the International Space Station.

When they launched to the space station on Boeing's Starliner spacecraft on June 5, the astronauts expected to be home in a few weeks, or perhaps a month, at most. Their minimum mission duration was eight days, but NASA was always likely to approve a short extension. Wilmore and Williams were the first astronauts to soar into orbit on Boeing's Starliner spacecraft, a milestone achieved some seven years later than originally envisioned by Boeing and NASA.

However, the test flight fell short of all of its objectives. Wilmore and Williams are now a little more than three months into what has become an eight-month mission on the station. The Starliner spacecraft was beset by problems, culminating in a decision last month by NASA officials to send the capsule back to Earth without the two astronauts. Rather than coming home on Starliner, Wilmore and Williams will return to Earth in February on a SpaceX Dragon spacecraft.

Welcome to Edition 7.11 of the Rocket Report! Outside of companies owned by American billionaires, the most imminent advancements in reusable rockets are coming from China's quasi-commercial launch industry. This industry is no longer nascent. After initially relying on solid-fueled rocket motors apparently derived from Chinese military missiles, China's privately funded launch firms are testing larger launchers, with varying degrees of success, and now performing hop tests reminiscent of SpaceX's Grasshopper and F9R Dev1 programs more than a decade ago.

Landspace hops closer to a reusable rocket. Chinese private space startup Landspace has completed a 10-kilometer (33,000-foot) vertical takeoff and vertical landing test on its Zhuque-3 (ZQ-3) reusable rocket testbed, including a mid-flight engine reignition at near supersonic conditions, Aviation Week & Space Technology reports. The 18.3-meter (60-foot) vehicle took off from the Jiuquan launch base in northwestern China, ascended to 10,002 meters, and then made a vertical descent and achieved an on-target propulsive landing 3.2 kilometers (2 miles) from the launch pad. Notably, the rocket's methane-fueled variable-thrust engine intentionally shutdown in flight, then reignited for descent, as engines would operate on future full-scale booster flybacks. The test booster used grid fins and cold gas thrusters to control itself when its main engine was dormant, according to Landspace.

Eminent officials say NASA facilities some of the β€œworst” they’ve ever seen

A panel of independent experts reported this week that NASA lacks funding to maintain most of its decades-old facilities, could lose its engineering prowess to the commercial space industry, and has a shortsighted roadmap for technology development.

"NASA’s problem is it always seems to have $3 billion more program than it has of funds," said Norm Augustine, chair of the National Academies panel chartered to examine the critical facilities, workforce, and technology needed to achieve NASA's long-term strategic goals and objectives. Augustine said a similar statement could sum up two previous high-level reviews of NASA's space programs that he chaired in 1990 and 2009. But the report released Tuesday put NASA's predicament in stark terms.

Grumbling about crumbling infrastructure

Around 83 percent of NASA's facilities are beyond their design lifetimes, and the agency has a $3.3 billion backlog in maintenance. When you consider NASA's $250 million estimate for normal year-to-year maintenance, it would take a $600 million uptick in NASA's annual budget for infrastructure repairs to catch up on the backlog within the next 10 years.

SpaceX says regulators will keep Starship grounded until at least November

The Federal Aviation Administration has signaled to SpaceX that it won't approve a launch license for the next test flight of the Starship rocket until at least late November, the company said in a statement on Tuesday.

This is more than two months later than the mid-September timeframe the FAA previously targeted for determining whether to approve a launch license for the next Starship flight. SpaceX says the Super Heavy booster and Starship upper stage for the next launchβ€”the fifth full-scale test flight of the Starship programβ€”have been ready to launch since the first week of August.

"The flight test will include our most ambitious objective yet: attempt to return the Super Heavy booster to the launch site and catch it in mid-air," SpaceX said in a statement.

NASA will proceed with final preps to launch Europa Clipper next month

For a while earlier this summer, it looked like NASA's flagship mission to study Jupiter's icy moon Europa might miss its launch window this year.

In May, engineers raised concerns that transistors installed throughout the spacecraft might be susceptible to damage from radiation, an omnipresent threat for any probe whipping its way around Jupiter. The transistors are embedded in the spacecraft's circuitry and are responsible for approximately 200 unique applications, many of which are critical to keeping the mission operating as it orbits Jupiter and repeatedly zooms by Europa, interrogating the frozen moon with nine science instruments.

The transistors on the Europa Clipper spacecraft are already installed, and removing them for inspections or replacement would delay the mission's launch until late next year. Europa Clipper has a 21-day launch window beginning October 10 to begin its journey into the outer solar system.

Boeing's Starliner spacecraft sailed to a smooth landing in the New Mexico desert Friday night, an auspicious end to an otherwise disappointing three-month test flight that left the capsule's two-person crew stuck in orbit until next year.

Cushioned by airbags, the Boeing crew capsule descended under three parachutes toward an on-target landing at 10:01 pm local time Friday (12:01 am EDT Saturday) at White Sands Space Harbor, New Mexico. From the outside, the landing appeared just as it would have if the spacecraft brought home NASA astronauts Butch Wilmore and Suni Williams, who became the first people to launch on a Starliner capsule on June 5.

But Starliner's cockpit was empty as it flew back to Earth Friday night. Last month, NASA managers decided to keep Wilmore and Williams on the International Space Station (ISS) until next year after agency officials determined it was too risky for the astronauts to return to the ground on Boeing's spaceship. Instead of coming home on Starliner, Wilmore and Williams will fly back to Earth on a SpaceX Dragon spacecraft in February. NASA has incorporated the Starliner duo into the space station's long-term crew.

NASA wants Starliner to make a quick getaway from the space station

Boeing's Starliner spacecraft will gently back away from the International Space Station Friday evening, then fire its balky thrusters to rapidly depart the vicinity of the orbiting lab and its nine-person crew.

NASA asked Boeing to adjust Starliner's departure sequence to get away from the space station faster and reduce the workload on the thrusters to reduce the risk of overheating, which caused some of the control jets to drop offline as the spacecraft approached the outpost for docking in June.

The action begins at 6:04 pm EDT (22:04 UTC) on Friday, when hooks in the docking mechanism connecting Starliner with the International Space Station (ISS) will open, and springs will nudge the spacecraft away its mooring on the forward end of the massive research complex.

With NASA’s plan faltering, China knows it can be first with Mars sample return

China plans to launch two heavy-lift Long March 5 rockets with elements of the Tianwen-3 Mars sample return mission in 2028, the mission's chief designer said Thursday.

In a presentation at a Chinese space exploration conference, the chief designer of China's robotic Mars sample return project described the mission's high-level design and outlined how the mission will collect samples from the Martian surface. Reports from the talk published on Chinese social media and by state-run news agencies were short on technical details and did not discuss any of the preparations for the mission.

Public pronouncements by Chinese officials on future space missions typically come true, but China is embarking on challenging efforts to explore the Moon and Mars. China aims to land astronauts on the lunar surface by 2030 in a step toward eventually building a Moon base called the International Lunar Research Station.

NASA is ready for Boeing's Starliner spacecraft, stricken with thruster problems and helium leaks, to leave the International Space Station as soon as Friday, wrapping up a disappointing test flight that has clouded the long-term future of the Starliner program.

Astronauts Butch Wilmore and Suni Williams, who launched aboard Starliner on June 5, closed the spacecraft's hatch Thursday in preparation for departure Friday. But it wasn't what they envisioned when they left Earth on Starliner three months ago. Instead of closing the hatch from a position in Starliner's cockpit, they latched the front door to the spacecraft from the space station's side of the docking port.

The Starliner spacecraft is set to undock from the International Space Station at 6:04 pm EDT (22:04 UTC) Friday. If all goes according to plan, Starliner will ignite its braking rockets at 11:17 pm EDT (03:17 UTC) for a minute-long burn to target a parachute-assisted, airbag-cushioned landing at White Sands Space Harbor, New Mexico, at 12:03 am EDT (04:03 UTC) Saturday.

The final flight of Europe's Vega rocket lifted off Wednesday night from French Guiana, carrying an important environmental monitoring satellite for the European Union's flagship Copernicus program.

The 98-foot-tall (30-meter) Vega rocket took off at 9:50 pm EDT Wednesday (01:50 UTC Thursday) from the European-run spaceport in Kourou, French Guiana. The launcher headed north from the launch pad on the coast of South America, aiming for a polar orbit about 480 miles (775 kilometers) above the Earth.

The sole payload was Sentinel-2C, a remote sensing platform set to join Europe's fleet of Copernicus environmental satellites. The multibillion-dollar Copernicus system is the world's most comprehensive space-based Earth observation network, with satellites fitted with different kinds of instruments monitoring land surfaces, oceans, and the atmosphere.

NASA and Boeing are proceeding with final preparations to undock the Starliner spacecraft from the International Space Station next Friday, September 6, to head for landing at White Sands Space Harbor in southern New Mexico.

Astronauts Butch Wilmore and Suni Williams, who were supposed to return to Earth inside Starliner, will remain behind on the space station after NASA decided last week to conclude the Boeing test flight without its crew on board. NASA officials decided it was too risky to put the astronauts on Starliner after the spacecraft suffered thruster failures during its flight to the space station in early June.

Instead, Wilmore and Williams will come home on a SpaceX Dragon capsule no earlier than February, extending their planned stay on the space station from eight days to eight months. Flying on autopilot, the Starliner spacecraft is scheduled to depart the station at approximately 6:04 pm EDT (22:04 UTC) on September 6. The capsule will fire its engines to drop out of orbit and target a parachute-assisted landing in New Mexico at 12:03 am EDT (04:03 UTC) on September 7, NASA said in a statement Thursday.

Welcome to Edition 7.09 of the Rocket Report! When will SpaceX launch the next test flight of Starship? It certainly doesn't look to be imminent, with SpaceX ground teams in Texas feverishly working to beef up the launch pad in preparation for an attempt to catch the rocket's massive Super Heavy booster when it returns to the launch site on the next flight. Meanwhile, the FAA is reviewing SpaceX's proposal to recover the booster on land for the first time. And on Thursday, a NASA official monitoring SpaceX's Starship effort said the next test flight was scheduled for launch in the "fall," suggesting it could be a month or more away. Also, we've listed the next three launches as "TBD" (To Be Determined) because SpaceX is waiting for FAA approval to resume Falcon 9 launches following a booster landing failure this week, and the Polaris Dawn mission is on hold due to an unfavorable weather forecast.

Firefly has a new chief executive. Jason Kim, former head of Boeing-owned satellite-maker Millennium Space Systems, has been appointed CEO of Firefly Aerospace effective October 1, Aviation Week & Space Technology reports. Kim joins Firefly as the ambitious space transportation startup, which has raised close to $600 million from investors since its 2021 founding, looks to launch a commercial lunar lander for NASA before the end of the year. Firefly is also working on a medium-lift rocket in partnership with Northrop Grumman, with the goal of competing for missions to resupply the International Space Station and launch payloads for the US military and commercial customers.

Space Command chief says dialogue with China is too often a one-way street

The head of US Space Command said Wednesday he would like to see more transparency from the Chinese government on space debris, especially as one of China's newer rockets has shown a propensity for breaking apart and littering low-Earth orbit with hundreds of pieces of space junk.

Gen. Stephen Whiting, commander of US Space Command, said he has observed some improvement in the dialogue between US and Chinese military officials this year. But the disintegration of the upper stage from a Long March 6A rocket earlier this month showed China could do more to prevent the creation of space debris and communicate openly about it when it happens.

The Chinese government acknowledged the breakup of the Long March 6A rocket's upper stage in a statement by its Ministry of Foreign Affairs on August 14, more than a week after the rocket's launch August 6 with the first batch of 18 Internet satellites for a megaconstellation of thousands of spacecraft analogous to SpaceX's Starlink network.

Sparks are flying day and night as SpaceX preps Starship pad to catch a rocket

Pretty much every day for the last couple of weeks, workers wielding welding guns and torches have climbed onto SpaceX's Starship launch pad in South Texas to make last-minute upgrades ahead of the next test flight of the world's largest rocket.

Livestreams of the launch site provided by LabPadre and NASASpaceflight.com have shown sparks raining down two mechanical arms extending from the side of the Starship launch tower at SpaceX's Starbase launch site on the Gulf Coast east of Brownsville, Texas. We are publishing several views here of the welding activity with the permission of LabPadre, which runs a YouTube page with multiple live views of Starbase.

If SpaceX has its way on the next flight of Starship, these arms will close together to capture the first-stage booster, called Super Heavy, as it descends back to Earth and slows to a hover over the launch pad.

Astrobotic’s lander didn’t make it to the Moon because of a failed valve

Seven months after its first lunar lander fell short of reaching the Moon, Astrobotic announced Tuesday that the spacecraft was stricken by a valve failure that caused a propellant tank to burst in orbit. The company's next landing attempt, using a much larger spacecraft, will include fixes to prevent a similar failure.

Astrobotic's first Peregrine lander, which the company called Peregrine Mission One, launched on January 8 aboard United Launch Alliance's first Vulcan rocket. But soon after separating from the rocket in space, the lander ran into trouble as it stepped through an activation sequence to begin priming its propulsion system.

A review board determined "the most likely cause of the malfunction was a failure of a single helium pressure control valve called a PCVβ€”pressure control valve 2, within the propulsion system," said John Horack, a space industry veteran and professor of aerospace and mechanical engineering at Ohio State University.

NASA’s Starliner decision was the right one, but it’s a crushing blow for Boeing

Ten years ago next month, NASA announced that Boeing, one of the agency's most experienced contractors, won the lion's share of government money available to end the agency's sole reliance on Russia to ferry its astronauts to and from low-Earth orbit.

At the time, Boeing won $4.2 billion from NASA to complete the development of the Starliner spacecraft and fly a minimum of two, and potentially up to six, operational crew flights to rotate crews between Earth and the International Space Station (ISS). SpaceX won a $2.6 billion contract for essentially the same scope of work.

A decade later, the Starliner program finds itself at a crossroads after Boeing learned it will not complete the spacecraft's first Crew Flight Test with astronauts onboard. NASA formally decided Saturday that Butch Wilmore and Suni Williams, who launched on the Starliner capsule on June 5, will instead return to Earth in a SpaceX Crew Dragon spacecraft. Put simply, NASA isn't confident enough in Boeing's spacecraft after it suffered multiple thruster failures and helium leaks on the way to the ISS.
